Import and export declaration process

When making customs declaration, importers and exporters shall submit the following documents:

1. Declaration form of import and export goods. General imported goods shall be filled in duplicate; goods that need to be verified and cancelled by the customs, such as processing trade goods and bonded goods, shall be filled in three copies of special declaration form; if domestic tax refund is required after the export of goods, another special declaration form for tax refund shall be filled in.

2. Goods invoice. The number of copies required is less than that of the customs declaration, and the export of the goods is entrusted to foreign sales. The settlement method is to settle the foreign exchange with the export unit according to the actual sales amount after the sale of the goods. When the export declaration is made, it can be exempted.

3. Land waybills, air waybills, bills of lading for import by sea and shipping export shipping bills. After examining the documents and inspecting the goods, the customs shall sign and seal the original waybill to release the goods to the customs broker, and then take delivery or ship the goods.

4. Packing list of goods. The number of copies is the same as the invoice. However, bulk goods or single type of package with the same contents can be exempted from delivery.

5. Verification sheet of export collection. When customs declaration is made for all export goods, the verification form of export collection stamped with the seal of "supervision collection" by the foreign exchange administration department shall be submitted for inspection, and the verification number shall be filled in the upper right corner of each export declaration form.

6. When the customs deems it necessary, it shall also submit the trade contract, certificate of origin of goods, etc.

7. Other relevant documents. include:

(1) for the goods approved by the Customs for tax reduction or exemption, the certificate of tax reduction or exemption signed by the customs shall be submitted, and the list of imported equipment approved and issued by the customs shall be submitted by the foreign-funded enterprises in Beijing;

(2) for the import and export goods of processing trade contracts that have been filed with the customs, the "Registration Manual" issued by the customs shall be submitted for inspection.
